As the Paris Agreement applies to all countries, the effective implementation of the Agreement largely depends on capacities of developing countries. They are obliged to establish their respective climate change mitigation targets and regularly update greenhouse gas inventories to track progress. They are also expected to organize the climate change adaptation process: climate risk assessment, adaptation planning, implementation, and monitoring & evaluation. In response, capacity development needs of developing countries have grown. Using JICA projects on climate change as cases, my research aims to investigate climate change-related capacity development needs in developing countries and the role of development cooperation.
